THE LAKE ERIE INQUIRY - Oregon Police Division Flock user audit, masked

These are the user-audit logs the Oregon Police Division released under Ohio's
public records law (R.C. 149.43) on Sept. 16-17, 2026: every Flock search run by
Oregon's own officers, March 2025 - Sept. 2026. One file per file released,
same file names, same rows, same columns.

WHAT THE INQUIRY WITHHELD (the city released these unmasked):
  - the License Plate column
  - the Case # column
  - any license plate or plate fragment typed into the Reason or Filters columns
Each is replaced with the text [withheld]. Nothing else is changed. Officer
names, reasons, search times, networks searched and filters are as released.

WHY: many searches carry reasons such as domestic violence, protection-order
violations and sex offenses. A published plate beside such a reason can
identify a victim or a witness as easily as a suspect. The accountability
record is who searched, when, how widely and why; that is all here.

The unmasked release is a public record held by the City of Oregon.
