The school district’s status is unique among 11 public bodies across six counties whose audits disclose a state investigation. The same disclosure has been in every district audit published since: February 2024, March 2025 and March of this year, four in a row. It is in none of the two before it. Two cautions on that sentence, and they matter. “Of the School” is the auditor’s own template wording for whatever entity is being audited, so it is not a phrase chosen for this district; what makes it unusual is that it is the only one of these letters anywhere in the region that names a subject and a scope at all. And an investigation is not a finding. What put any of this in front of anyone this week was the city. 13abc’s I-Team reported Friday that the same kind of sentence sits on page three of the City of Toledo’s most recent audit: “The Auditor of State is conducting an investigation, which is on-going as of the date of this report. Dependent on the outcome of the investigation, results may be reported on at a later date.” It is in the city’s audit for 2024, a 297-page document nobody reads.Lo que puso todo esto ante alguien esta semana fue la ciudad. In plain terms: every public body in Ohio has its books checked once a year. When the checking is done the state signs off at the front of the report. On these reports the state added a sentence to its own sign-off saying it has an investigation going. The city’s version does not say of whom, of what, or why.En términos simples: a cada entidad pública de Ohio le revisan las cuentas una vez al año. The city’s report came out Dec. 4, 2025. The sentence is not in Toledo’s 2023 audit or its 2022 audit, so whatever it is began somewhere in between.El informe de la ciudad salió el 4 de diciembre de 2025. Two things the city’s document is not. The state did not audit Toledo. Clark, Schaefer, Hackett & Co. of Maumee did, and the state accepted that firm’s work “in lieu of the audit required by Section 117.11.” And it is not the problem the auditors did find later in the same volume: finding 2024-001 is a bookkeeping fault, the adjustments are called immaterial, it is not a material weakness, and the opinion is clean. No document ties the two together.Dos cosas que el documento de la ciudad no es. The city says it is not aware of any investigation and has nothing beyond what is in the letter. That is not a denial. Under R.C. 117.11(B) the auditor may open one at any time, on his own initiative, and does not have to tell anybody.La ciudad dice que no tiene conocimiento de ninguna investigación y que no tiene nada más allá de lo que dice la carta. Lucas County has the sentence too, in its management letters for 2024 and 2025, the second dated May 29 of this year. State Rep. Josh Williams, a Sylvania Township Republican, says the county’s is the investigation he asked for in January 2025 into former county auditor Anita Lopez, now a county commissioner, over property he says was undervalued. The auditor’s office has never confirmed a subject and has said it does not work on property valuations. It is not one district’s problem, and it is not three. Eleven public bodies in six northwest Ohio counties are carrying the sentence right now. That is the count from reading the most recent audit of every one of the 376 public bodies in the thirteen Ohio counties this paper covers whose reports came out on or after Jan. 1, 2025. It counts bodies and not investigations, and sentences and not wrongdoing.No es el problema de un distrito, ni de tres. What it meant the last time it appeared around here is on the record, and the answer was nothing. Perrysburg’s investigation opened in March 2022, became public that December, was raised to a special audit in February 2023 and showed up in the city’s audit letter released July 11, 2023. On Jan. 16, 2024 the auditor advised no criminal or civil action and found no wrongdoing. The sentence was gone from the next letter and has not come back.Lo que significó la última vez que apareció por aquí consta, y la respuesta fue nada. Four public-records requests go to the Auditor of State on Monday: for the fraud-complaint log the law makes public, covering the city, the district, the county and Perrysburg as a control; for the records showing when each engagement started; for the city’s and the district’s own letters from the auditor, which their offices hold; and for any notice the auditor gave the county prosecutor or the city law director. The office will also be asked what “of the School” covers.
