Rep. Marcy Kaptur, a Toledo Democrat, has held the seat since 1983. Republican Derek Merrin, a former state representative from Monclova Township, wants it for the second time running: in 2024 he lost to her by 2,382 votes, 181,098 to 178,716, according to the House Clerk’s official count. The district has been redrawn since: the new lines drop Sandusky County and add Henry, Paulding and Putnam counties (box above). Kathy McKinstry of Fremont is running as a write-in: her name is not printed on the ballot, and a vote for her must be written in. Matthew Althaus, listed by the Lucas County Board of Elections as the Libertarian candidate, has withdrawn and is not on the ballot.
Kaptur’s campaign had $697,508 in the bank on Oct. 14, according to the report it filed Thursday with the Federal Election Commission; it has taken in nearly $5 million in contributions since January 2025. Merrin’s campaign had $429,695 on Oct. 14 and has taken in $1.1 million in contributions, its report shows. Merrin lent his campaign $310,000, and it has repaid all of it.
Groups outside the campaigns are spending, too. As of Oct. 22, they had reported to the FEC about $10.7 million in independent spending on the race since the May primary: about $6.3 million to help Kaptur or oppose Merrin, most of it from House Majority PAC, and about $4.4 million to help Merrin or oppose Kaptur, the largest share from Safety & Affordability PAC.Los grupos ajenos a las campañas también están gastando.
The paper sent all three candidates the same three questions on Sept. 29, with a deadline of Oct. 19, and each two questions of their own; McKinstry’s went again on Oct. 7 to the address on her FEC filing. None of them answered. These were the shared questions:El periódico envió a los tres candidatos las mismas tres preguntas el 29 de septiembre, con plazo hasta el 19 de octubre, y dos preguntas propias a cada uno; las de McKinstry se enviaron otra vez el 7 de octubre a la dirección de su registro ante la FEC. Ninguno respondió. Estas fueron las preguntas comunes:
Toledo draws its drinking water from Lake Erie. Will you vote to keep the Great Lakes Restoration Initiative funded at least at its current level, and what else would you do in Congress to reduce the algal blooms that threaten that water?
Tariffs reach Lucas and Wood counties through the Toledo Jeep complex, its suppliers and the Port of Toledo. How would you vote on tariffs that raise costs for those employers, including tariffs on goods from Canada, and where, if anywhere, do you disagree with the President’s trade policy?
Demand for electricity from data centers is growing in northwest Ohio. Should data centers pay the full cost of the power lines and power plants built to serve them, and what would you do in Congress about household electric bills in Lucas and Wood counties?

Kaptur grew up in Toledo in a Polish-American family that ran a small grocery store, and she still lives in the house where she grew up, according to her House biography. She graduated from St. Ursula Academy, earned a bachelor’s degree at the University of Wisconsin and a master’s at the University of Michigan, and was an urban planner for the Toledo-Lucas County Plan Commissions and assistant director for urban affairs on President Jimmy Carter’s domestic policy staff, according to the Biographical Directory of the U.S. Congress. She sits on the Appropriations Committee, where she is the senior Democrat on the subcommittee that writes the budgets for the Energy Department and the Army Corps of Engineers, and on the Budget Committee. In 1987 she introduced what is generally considered the first bill for a national World War II memorial, according to the Congressional Research Service; Congress authorized the memorial in 1993, and it was dedicated in 2004. A spending law signed in January carries $795,000 she sought for University of Toledo equipment to study the health effects of harmful algal blooms, her office says. Her campaign website says: “Marcy Kaptur is a fighter for high-wage jobs, growing a workforce to meet the needs of the 21st century, and protecting our region’s most vital natural resource, the Great Lakes.”Kaptur creció en Toledo en una familia polaco-estadounidense que tenía una pequeña tienda de comestibles, y todavía vive en la casa donde creció, según su biografía en la Cámara. Derek MerrinRepublicanRepublicano
Merrin’s family moved to the Toledo area from Long Island, N.Y., when he was 13, The Blade reported, and he attended Monclova Christian Academy. He has a bachelor’s degree from the University of Toledo and a master’s in public administration from Bowling Green State University, and he was elected to Waterville City Council in 2005, at 19, and was mayor of Waterville from 2008 to 2011, according to the Ohio House; from 2012 he did performance audits of financially strapped schools and cities for State Auditor Dave Yost. House Republicans appointed him to a vacant Ohio House seat in August 2016, and he won four elections, representing the 47th and then the 42nd District until term limits ended his service at the end of 2024. He chaired the Health Committee and then Ways and Means, the House’s tax committee, the House said in 2019. Bills he sponsored that became law include one requiring property-tax levy ballot language to say how much a levy would collect each year and what it would cost per $100,000 of appraised value (House Bill 140, 2022), and he wrote the repeal of the sales tax on prescription eyewear, which took effect in 2019. House Republicans chose him as their candidate for speaker in November 2022, but on Jan. 3, 2023, the full House elected Republican Jason Stephens, 54-43, with 22 Republicans and all 32 Democrats voting for Stephens. He is a real estate investor, The Blade reported when he began this campaign in June 2025. His campaign website says: “Now, I’m ready to take the fight to Washington - defending our constitutional rights, demanding fiscal responsibility, and bolstering Northwest Ohio’s economy.”La familia de Merrin se mudó al área de Toledo desde Long Island, Nueva York, cuando él tenía 13 años, informó The Blade, y estudió en Monclova Christian Academy.
