McComb’s building bond and income tax are one voteEl bono y el impuesto de McComb van en un solo voto

McComb Local Schools, based in Hancock County, puts two taxes to voters as a single question on Nov. 3: a $23,815,000 bond to build a new K–12 building under a program of the Ohio Facilities Construction Commission, and a continuing 0.25% income tax for day-to-day operating costs. A majority yes passes both. A majority no defeats both. Only a sliver of the district lies in this paper’s home counties — two Jackson Township precincts, 340.1 and 340.4, in Wood County — but those voters decide it alongside Hancock’s, where most of the district’s voters live.

What it costsCuánto cuesta

The bond levies a property tax outside the ten-mill limitation that the county auditor estimates will average 6.99 mills over the repayment period, which the ballot states as $245 a year for each $100,000 of the auditor’s market value, repaid over a maximum of 37 years. On that rate a $150,000 house pays about $367 a year and a $250,000 house about $612.El bono impone un impuesto a la propiedad fuera del límite de diez milos que el auditor del condado estima promediará 6.99 milos durante el período de pago, lo que la boleta expresa como $245 al año por cada $100,000 del valor de mercado del auditor, pagado en un máximo de 37 años. A esa tasa una casa de $150,000 paga unos $367 al año y una de $250,000 unos $612.

The income tax is separate and permanent, beginning Jan. 1, 2027, and the ballot says it is for current expenses — operations, not the building. It would sit on top of the 1.50% school district income tax McComb has levied since 1984, for a total of 1.75%, near the top of the range Ohio districts charge. The ballot taxes “school district income”; Ohio districts levy that tax on one of two bases, all Ohio taxable income or earned income only, and the Ohio Department of Taxation’s list of school district taxes does not mark McComb’s existing tax as earned-income-only. Which base applies decides whether retirees with pension, interest or dividend income pay it. The district told the paper that the Ohio Department of Taxation estimates the quarter point would raise about $307,410 a year.

McComb Local School
District

A majority affirmative vote is necessary for passage.

Shall the McComb Local School District be authorized to do both of the following: (1) Impose an annual income tax of 0.25% on the school district income of individuals, for a continuing period of time, beginning January 1, 2027, for the purpose of current expenses? (2) Issue bonds for the purpose of constructing school facilities, including constructing a new K-12 building and including under a program of the Ohio Facilities Construction Commission, and renovating, repairing, improving and expanding existing school facilities; furnishing and equipping the same; improving the sites thereof; and acquiring real estate and interests therein in the principal amount of $23,815,000, to be repaid annually over a maximum period of 37 years, and levy a property tax outside the ten-mill limitation estimated by the county auditor to average over the bond repayment period 6.99 mills for each $1 of taxable value, which amounts to $245 for each $100,000 of the county auditor's market value, to pay the annual debt charges on the bonds, and to pay debt charges on any notes issued in anticipation of those bonds?

Why nowPor qué ahora

The district’s own five-year forecast, filed with the state on Aug. 14, shows spending passing revenue every year from 2027 and the general fund’s ending cash falling from $6.04 million in fiscal 2027 to a deficit of $7,952 by June 2030. That forecast does not count the new tax: its “income tax — new” line is zero. State unrestricted aid is forecast to fall from $5.85 million to $5.50 million over the same span, and transfers out of the general fund ran $1.30 million, $2.00 million and $1.10 million in the last three years; the district says most of that went to its capital projects fund toward a possible new K-12 building, with smaller amounts to its severance and permanent improvement funds. Enrollment is steady, 550 to 565 pupils in grades 1 through 12. The district’s fiscal 2023 state audit found no material weaknesses, with one common noncompliance finding for keeping its statements on a cash rather than a GAAP basis.

The state’s share of the building project, the total cost and the building plan are not in the record this desk read, and the district’s website refused the newsroom’s requests. Whether any of the 0.25% is pledged to maintenance the state program requires is also unanswered.

The case for, and the case againstEl caso a favor y el caso en contra

For. State co-funding for the building is available only if local voters put up money; one K–12 building serves a district whose enrollment has held steady; and on the district’s own numbers the operating money runs out in 2030 without a new source.A favor.

Against. The two taxes cannot be voted on separately, so a voter who wants the building but not a permanent operating tax has no way to say so. The income tax is continuing, with no end date, and depending on its base may reach pensions and investment income rather than wages alone. The school income tax would stack to 1.75% while a 37-year property tax is added on top. In Wood County, Jackson Township landowners would pay property tax toward a building in McComb village, in Hancock County. And the Wood slice of the district has turned down most McComb money questions since 2008, giving a building bond that year about 10% support and rejecting income taxes in 2014 and 2019; it approved a 3.36-mill renewal in 2020, 169 to 150. District-wide results for those votes are at the Hancock County Board of Elections and are not in hand. No organized campaign for or against has been found.
