North Baltimore Local Schools is asking voters to renew its 1% tax on residents’ earned income for five more years, 2028 through 2032, for current expenses, according to the sample ballot. It is the tax residents pay now, and it runs out at the end of 2027. The rate would not change.
Who pays it?¿Quién lo paga?
Residents of the school district, on wages, salaries, tips and self-employment earnings, the base state law sets for an earned-income tax. It does not reach pensions, Social Security, interest or dividends, and people who work in the district but live elsewhere do not pay it. There is no property tax in the question.
What does this tax cost a household?¿Cuánto le cuesta este impuesto a un hogar?

The same as now: 1% of what its members earn at work, or $600 a year on $60,000 in wages. A retiree living on a pension and Social Security pays nothing.
How much does it raise?¿Cuánto recauda?
The ballot gives no figure. The 1% brought $1,059,242 into the district’s general fund in the fiscal year that ended June 30, about 7% of that fund’s revenue, according to its five-year forecast.
Is this its only income tax?¿Es su único impuesto sobre ingresos?
No. A separate 0.25% runs through 2034 and is not on this ballot, according to the Ohio Department of Taxation. Voters approved it to pay the district’s share of a state school-building project, and it now goes to a fund for building upkeep, not to the general fund, according to the state auditor. Together the two make 1.25%.No. Juntos suman 1.25%.
Why ask now?¿Por qué ahora?
Because the tax runs through 2027, a loss in November would still leave the district the May and November 2027 elections to try again before it lapses. The district did not answer a written question on whether it would return in May with the same question.
What does its budget look like?¿Cómo está su presupuesto?
The forecast counts on the renewal. “The forecast assumes successful renewal of the District’s income tax in November 2026,” the district’s forecast assumptions say. Even with it, spending passes revenue starting in fiscal 2029, and the general fund’s cash falls from $6.29 million in June 2028 to $5.17 million in June 2030. Salaries and benefits, about 67% of general fund revenue this school year, reach about 75% by the end of the forecast. The district says it has the reserves to absorb those shortfalls during the forecast.
The $14.3 million the district took in last fiscal year included money it does not expect again, among it about $537,000 from a back payment by Rover Pipeline after the pipeline company lost a tax appeal, the assumptions say.
Have voters backed it before?¿Lo han apoyado antes los votantes?

What if it fails?¿Y si no se aprueba?
The 1% ends after Dec. 31, 2027, and the district loses about $1.1 million a year, the amount its forecast carries for the tax. The 0.25% continues. The district could ask again in May or November 2027. It did not answer a written question on what its cash would be without the tax.
