In the order the Lucas County Board of Elections lists them; the order on your ballot may differ.

Rep. Michele Grim, a Toledo Democrat in her second term, has two challengers on the ballot: Republican David Karmol, a former chairman of the Lucas County Board of Elections, and Libertarian Zach Hall, who suspended his campaign on Oct. 17 but whose name stays on the ballot. Karmol is also the man behind a taxpayer suit against Probate Judge Jack Puffenberger over the probate court’s television ads, which the paper reported Aug. 30; the suit’s claims are his allegations. The paper sent all three the same three questions and two questions of their own. Karmol answered on Sept. 29, and he goes first.

His answers appear here as he gave them, with some light editing.

1. House Bills 186 and 335 (November 2025) limited how fast property-tax bills can rise. What should the House do next on property taxes, and what should it not do?1.

I would have voted FOR HB 186 and 335 - my opponent voted “NO.” I strongly support caps on the annual increase in property taxes, tied to inflation. I oppose elimination of property taxes, without a complete plan for funding schools, public safety and other critical services.

2. State Issue 3 would write the photo-ID requirement for in-person voting into the Ohio Constitution. How will you vote on it, and why?2.

I will vote yes, as I think the requirement for voter ID should be in the Ohio constitution.

3. Name one thing your district most needs from the 2027-28 state budget, and say how the state should pay for it.3.

What HD 43 needs is support for our schools through full funding of the state share of the school funding formula.

4. Where does your taxpayer suit over the Lucas County Probate Court’s television ads stand, and would you drop it if elected?4.

My lawsuit was filed to make Judge Puffenberger pay back the $60,000 of taxpayer funds he spent to promote his son’s name ID in the race for Probate Judge this year. The Probate court’s own records show he spent $60,000 on tv ads on WTVG13, that promoted the name “Puffenberger” while his son Tom Puffenberger was a candidate for judge. That expenditure violate Ohio Revised Code Section 9.03(8)(D). The judge has not yet responded to the lawsuit, and has requested and received an extension of time to file his response. I will not give up the lawsuit, and will take it to trial no matter how long he tries to delay the case.

5. You chaired the Lucas County Board of Elections until 2023. Did you step away from any board decision that touched your own candidacy or your party’s candidates?5.

As Chairman of the Board of Elections, I followed Ohio law in all respects and the Board never had a partisan split vote during the time I was chairman that required intervention by the Secretary of State. There were no decisions made that affected my candidacy, and the only decisions made regarding candidates were those required by law, such as certifying candidates for the ballot and certifying the election results. I participated in every such decision, as required by law.

Grim and Hall received the same three questions, and two of their own, on Sept. 29 and did not answer them by the Oct. 16 deadline.

Grim is in her second term in the House. Before that she was an at-large member of Toledo City Council, where she led the city’s medical-debt relief effort with Lucas County, and before politics she worked in public health, for government, university research and nonprofit health providers, according to her House biography. On the property-tax limits in House Bills 186 and 335, she voted no when the House first passed them, on Oct. 22, 2025, and is not recorded on the final House votes that November. Her campaign website says: “I’m fighting to level the playing field for everyday people.”Grim está en su segundo periodo en la Cámara. Hall suspended his campaign on Oct. 17, after videos from his past, which he has said were made when he was 15, began circulating again online, The Blade reported. He also resigned his posts in the Libertarian Party of Ohio, including chairman of its state central committee. His name stays on the ballot. A candidate can still formally withdraw by filing a written statement with the board of elections, and votes for a formally withdrawn candidate are not counted; whether Hall will do that is unclear. Hall, 26, of West Toledo, The Blade reported, has worked at Kroger for five years, according to his campaign website, and was deputy campaign manager for Roberto Torres’s 2025 run for Toledo mayor, according to the Libertarian Party of Ohio. He is married to his husband, Santiago. His campaign called for abolishing property taxes and ending qualified immunity for public officials.
