Oregon’s Issue 25 would ban data centers over 25 megawattsEl asunto 25 vetaría grandes centros de datos en Oregon

Oregon voters decide Nov. 3 whether to write a ban on large data centers into the city’s charter. Issue 25 says, on the ballot, “The construction of a data center is hereby prohibited,” for any data center whose combined monthly demand or peak load is more than 25 megawatts. Vantage Data Centers told a city committee Sept. 28 that the three buildings it plans in Oregon would use about 475 megawatts at full load.

What would Issue 25 do?¿Qué haría el asunto 25?

It adds a section to the charter that bans building any data center over 25 megawatts, counting buildings on one parcel or on neighboring parcels together. “Construction” includes preparing the site. The ban takes effect on its own if voters pass it; council would not have to act.

What is Vantage proposing?¿Qué propone Vantage?

At the Sept. 28 committee meeting, Vantage said its draft terms include $20 million in community payments to the city and the schools, plus payments in place of property tax of about $14 million a year once the campus is built out. A handout Vantage gave out at its Oct. 25 open house describes three buildings on 213.8 acres at 432 Blue Heron Drive, with 317 megawatts of computing capacity, power from the grid and water from the city. It promises a “$1 billion+ investment,” more than 1,500 jobs at the peak of construction and more than 30 permanent Vantage jobs. At the Sept. 28 meeting, Vantage said those job numbers are for the first of the three buildings.

Who is for the ban, and who is against it?¿Quién apoya la prohibición y quién se opone?

United Neighbors of Oregon, a residents’ group, gathered the petition signatures that put Issue 25 on the ballot. At council’s Oct. 26 meeting, residents spent much of the public-comment period on it. Supporters of the ban urged a yes vote to stop the data center. Teachers and parents who oppose the ban said Vantage’s payments would spare the school district a new operating levy, which one speaker said it would otherwise need in 2028. The district’s own five-year forecast shows it spending more than it takes in each year from fiscal 2027 through 2030.United Neighbors of Oregon, un grupo de vecinos, reunió las firmas que llevaron el asunto 25 a la boleta.

Which vote is which?¿Qué significa cada voto?

A “yes” vote is a vote for the ban, and against the data center. A “no” vote is a vote against the ban, and Vantage’s project stays subject to the city’s usual approvals. Put another way: on Issue 25, people who oppose the data center vote yes, and people who support it vote no.Votar “sí” (YES) es votar a favor de la prohibición y en contra del centro de datos.

The city administrator, Brodin Walters, expects so. He told The Lake Erie Inquiry in an Oct. 2 email that no permits have been issued to or for Vantage, and that “based on the current climate” he would “anticipate the passage of Issue 25 to apply to all data centers, including Vantage.” The only exception, he wrote, would be council approving the development agreement or permits before the vote, which he called “extremely unlikely.” Mayor Steven Salander said at the Sept. 28 committee meeting that he “will absolutely not sign any permission to submit for any permits” before the election. Council did not vote on Vantage’s agreement at its Oct. 26 meeting.

Two charter changes on how Oregon nominates mayor and councilDos cambios a la carta sobre cómo Oregon nomina candidatos

Oregon voters also decide two charter amendments on how candidates for mayor and council get on the ballot. Council voted 6-0 on Aug. 24 to put both on the ballot, according to its minutes.

What would Issue 26 change?¿Qué cambiaría el asunto 26?

The date of the city’s primary. The charter now holds it on the second Tuesday after the first Monday in September of odd-numbered years, according to the current text the city administrator sent the paper. As printed on the ballot, Issue 26 would move it to the date state law sets for primaries. A primary would still be held only when more than twice as many candidates file as there are seats.

What would Issue 27 change?¿Qué cambiaría el asunto 27?

The nominating petition. The charter now spells out the petition form word for word. Issue 27 would replace it with forms substantially like the state’s, signed, circulated and filed under the Ohio Revised Code. The 50-to-100-signature range and the 90-day filing deadline stay. It also drops the charter’s own rules on reviewing petitions, accepting a nomination and filling a vacancy when a candidate dies or withdraws. Paragraph (b) prints on the ballot with what appears to be a missing word; the box below gives it exactly as the ballot does.
