The Toledo Lucas County Public Library is asking voters for a new, additional 3-mill operating levy for five years. The ballot puts the cost at $105 a year for every $100,000 of a home’s market value, and the county auditor estimates it would raise $34.26 million a year.
The library says the new levy would take the place of its current one. If it passes, the current 3.7-mill levy “would expire in December 2026,” a year before it would otherwise run out, said Stephanie Elton, the library’s public information officer. The library’s board passed a resolution “formally declaring the Library’s intention to forego collection of the existing 3.7-mill levy if the 3.0-mill levy passes,” she said.
The state’s last budget cut the library’s funding by $2.8 million over two years, according to its 2025 audited financial report, and the library cut hours at Main, King Road, Holland and Waterville and at Mobile Services. If the levy passes, Elton said, those hours come back and Sunday hours are added at Heatherdowns, Oregon and Sylvania. The money would also let the library “maintain excellent library services as it continues to navigate increasing operational costs and risks to future state funding,” she said.
What is a mill?¿Qué es una milésima?
A mill is $1 of tax for every $1,000 of a property’s taxable value. In Ohio, taxable value is 35% of the county auditor’s market value, so 3 mills on a $100,000 home comes to $105 a year, the figure on the ballot.

Is it a new tax?¿Es un impuesto nuevo?
On the ballot, yes: it is listed as an additional tax. The library says it replaces the current levy, which it puts at about $92 a year per $100,000, so the increase is about $13. That promise is in the board’s resolution, not on the ballot.
When does it end?¿Cuándo termina?
It would pay for the library’s operations through 2031, with the first payments due in 2027. After that, the library would have to go back to voters.
What if it fails?¿Y si no se aprueba?
Nothing changes on tax bills for now. The 3.7-mill levy “would remain in place until it expires in December 2027,” Elton said, and the library would return to the ballot in spring 2027.Por ahora nada cambia en los recibos.
Is this the building levy from 2024?¿Es el impuesto para edificios de 2024?
No. Voters approved a $153 million bond levy in November 2024 for branch construction, and bond money cannot pay for operations. This levy is for operations.No. The library may collect a new tax of up to 3 mills for five years, $105 a year per $100,000 of market value, first due in 2027.
The new tax is not collected. The 3.7-mill levy is not on this ballot and stays in place until it expires in December 2027; the library says it would return to the ballot in spring 2027.El impuesto nuevo no se cobra.
