The Toledo prosecutor's dashboard gives the public a look inside the office. From the start of 2023 to early 2025, the median time it took a case to move through the Toledo prosecutor's office was cut in half, from 98 days to 49. That day the office put out an unusual press release. It said the office was opening its books. The dashboard was built with two research groups. One is the Institute for State & Local Governance at the City University of New York, called ISLG. The other is the Prosecutorial Performance Indicators project, called PPI: a list of 55 measures of how a prosecutor's office performs, written by researchers at Loyola University Chicago and Florida International University, who help offices build dashboards around them. The release said the project was supported by the MacArthur Foundation and Microsoft's Justice Reform Initiative. The release said Toledo is one of three Great Lakes offices in the project.El tablero se construyó con dos grupos de investigación. There were caveats. The first is the office itself. The city prosecutor works in Toledo Municipal Court and handles misdemeanors and traffic cases. Felonies, homicides among them, are the county prosecutor's and are not here.Había salvedades. La primera es la oficina misma. The second was the timeframe. The release said the data went back to 2018. The domestic violence pages went back to 2022. The release did not say where the data stopped. Every page of the dashboard's filing and outcome charts says it is "updated through March 31, 2025," and the table behind it ran a month longer, to April 30. Either way, the newest figures were about a year and a half old on the day the dashboard opened. A dashboard is a set of charts. To draw them, the city posted the table they are drawn from: one line for each case filed in Toledo Municipal Court and in a second, smaller municipal court, with the date, the charge, how the case ended, the sentence, and the defendant's age, race, sex and ZIP code. No names. The charts used part of that table. The rest sat behind them, in the Microsoft Power BI report embedded on the page, where it could be read without a login.Un tablero es un conjunto de gráficas. That is how the tool works, and Microsoft says so. Its instructions for the "publish to web" feature the dashboard uses carry a warning that viewing requires no login, that "anyone can access the underlying data in your model" whether or not the report displays it, and that confidential information should not be published this way. Exactly how much of the dataset was meant to be published cannot be said for certain. Eighteen written questions went to the office on Oct. 6, through the city's spokesperson, with a deadline of Oct. 15.No se puede decir con certeza cuánto de los datos se quería publicar. What is known is the order of events. The questions went out on Tuesday, Oct. 6. But the dashboard she pointed them to had changed that morning. Between about 8:17 and 11:18 a.m., the city refreshed the two data models behind it. The table of individual charges was gone. In its place were totals by year and quarter for 2018 onward, with no ZIP codes, no sentences, no charge codes and no year before 2018. The years the pages leave off include the busiest in the record. The press release cited nearly 90,000 cases. Counted the dashboard's way but for Toledo Municipal Court alone, the dashboard's own years, 2018 through 2024, hold 176,933, about twice that. The table behind them held 224,103 more, filed from 2013 through 2017. More than half of the 12-year record comes before the first year on the city's charts.Los años que las páginas dejan fuera incluyen los de más trabajo del registro. Filings peaked at 51,532 in 2014. By 2018, the dashboard's first year, they were down to 37,531. In 2024 they were 23,494. Over the dashboard's years, that is a fall of 37%. The decline began well before the pandemic, and the caseload has not come back to its 2019 level since. The data does not say why. From 2018 through 2024, filings fell 37% and arrests Toledo police reported to the FBI fell 28%. The two mostly rose and fell together, which suggests the prosecutor's caseload follows what police bring in. The fall reached nearly every kind of charge. The dashboard's outcome page says 65% to 67% of cases have ended in conviction since the pandemic. Its own chart puts 2023 just under that, at 64%. The full record goes back further, and before 2018 conviction rates were higher and dismissals lower. Some of what the charts leave off looks worse for the office on its own. Conviction rates were higher before 2018 and dismissals lower, and the gap by race in how cases end is older than the charts. Some looks better. Fewer cases end in jail than a decade ago, and domestic violence cases close in about half the time they took in 2013. Most of it is neither. It is the defendant's ZIP code, the charge a case started with beside the one it ended with, the sentence, and the number that shows when the same person comes back. Sentences. The pages publish no sentence data for any year. The table records each case's final sentence. Cases resolved with jail or other confinement fell from 5,242 in 2015 to 1,699 in 2024, from about 11% of cases to 7.3%. Probation sentences rose 31% in one year, from 2,080 in 2023 to 2,720 in 2024. The detailed sentence fields are filled in for about one case in five through 2018 and far fewer since, almost none in 2020 and 2024. The office did not answer a question about whether its recording of sentence length changed.Sentencias. Las páginas no publican datos de sentencias de ningún año. The public has the city's charts for 2018 through March 2025. For three weeks after the launch it also had the table behind them, back to 2013 and earlier. One more thing changed between Oct. 3 and Oct. 9: the median. The dashboard's chart of "Median Days to Disposition" used to plot the true middle case for each quarter, a line that moved between about 43 and 98 days. The refresh replaced the individual records with totals, and an exact median can't be calculated from totals. The number behind the chart now, labeled "Approx Median Days" in the city's own table, is the midpoint of a range of days, and it can take only seven values. The line now steps between 45, 75 and 135 days, and it starts in 2020; on Oct. 3 it started in 2018. The home page still says the median fell from 98 days to 49. The chart now puts the start of 2023 at 135 days and early 2025 at 45.Otra cosa cambió entre el 3 y el 9 de octubre: la mediana. Our medians, counted from the Oct. 3 copy, never matched the city's exactly. Now the two cannot be compared at all. The city's yearly filing counts barely moved in the refresh, by less than 1% in any year. Its charts also count the cases of the second, smaller court that were in the same table; this series counts Toledo Municipal Court alone.Nuestras medianas, contadas con la copia del 3 de octubre, nunca coincidieron exactamente con las de la ciudad.
