Dale Biniecki took the District 2 seat on the Monroe County Board of Commissioners on Sept. 1 and voted on everything that came before the board that night. Mark Brant was re-elected to the seat in November 2024 with 91 percent of the vote while under a federal sentence. He had pleaded guilty to allowing property he owned in Michigan to be used to grow marijuana that was sold in Ohio, and drew 18 months. When the term began on Jan. 1, 2025, he was in a federal prison in West Virginia. The board declared the seat vacant and ordered a special election. Judge Carol Kuhnke, a Washtenaw County judge sitting on the Monroe case by assignment, ruled in September 2025 that Brant had not automatically forfeited the seat, but let the special election proceed. Biniecki won it on Nov. 4, 2025 with 56 percent to Danielle Hoover’s 35 and Brant’s 9, and was sworn in Nov. 19. The Michigan Court of Appeals decided the consolidated appeals on Feb. 6, 2026 — Nos. 377362 and 377372, unpublished, per curiam, before Judges Feeney, Redford and Mariani — and vacated Kuhnke’s September order. Its holding was procedural and it was decisive: quo warranto is the proper and exclusive remedy for trying title to a public office, and neither side had pleaded it or named the proper parties. The panel declined to act “as an advocate for the litigants” and sent the case back. On Feb. 17 the board voted 5–3 to have county attorney Philip Goldsmith ask the Michigan attorney general to bring the quo warranto action. On June 3 the attorney general’s office declined. According to Goldsmith, as reported by The Monroe News, the three parties then amended their own complaints to add the request and went back to Kuhnke. On Aug. 26 she heard cross-motions and ruled from the bench: Brant was not a qualified elector, and so not a registered voter, on the day the term began, because he was in federal prison; he never met the statute; Biniecki is the commissioner, effective immediately.El 17 de febrero la junta votó 5-3 para que el abogado del condado, Philip Goldsmith, pidiera al fiscal general de Michigan que interpusiera la acción de quo warranto. Two things in this account are not yet on a document this paper has read. The written Aug. 26 order has not been released, so the route by which title was finally tried rests on the county attorney’s description of it. And the date of Brant’s guilty plea is reported as March 20, 2024; this paper has not matched that against the federal docket and does not print it as settled. Cloverleaf Infrastructure's “Project Cherry Blossom” would put four buildings on about 200 acres of the former River Raisin Golf Course at 1500 N. Dixie Highway, Frenchtown Charter Township, against I-75. The course closed around 2019 and the township took the 275-acre parcel from ProMedica in 2025. The developer's projections: 1,000-plus construction jobs, 100-plus permanent, closed-loop cooling, and annual tax revenue of $14.8 million to local government, $4.7 million to Monroe ISD, $2.1 million to the community college and $1.5 million to Jefferson Schools, with a community benefits agreement under negotiation. Township clerk Kyle Bryant has called it “a low-traffic facility, highly secure”; residents at the Frenchtown Event Center meeting pressed on water, power and noise, and a petition has gathered 550-plus signatures. The precedent is local and recent: the same company's 750-acre Project Ironwood across Dundee and Milan townships collapsed in October 2025, and those townships passed a moratorium afterwards. The number to watch is the estimate: what the operator was first told would cost close to $500,000 is now put at $65,000 to $75,000, and the GoFundMe goal has been cut to match — $23,539 of it raised as of Friday, Aug. 7. Executive director Garry Moore says the architectural plans are about 90 percent done and the city has been a partner rather than an obstacle; outreach director Chelsea Wade credits donated labour, materials and quotes for the drop. Interim city manager Mark Cochran, in a written statement, says the conversations are regular and the remaining steps are plan review and permitting.
