Detroit is studying whether to fill in the Jefferson-Chalmers canals, and residents took boats out to say no. Nearly every parcel in the east-side neighborhood sits in a federal flood hazard zone, and the city has $20 million for flood prevention. A consultant hired in late June is weighing options that include closing the canals running inland from the Detroit River; residents want seawalls repaired instead. "We're going to look at all the options, and one option could be closing canals, but it has to be a factual option," said Detroit Building Authority director Tyrone Clifton.
